Good plan
Learn your learnings with feral bees.
You learn lots and quickly as they show their issues more readily.
If they're ok then work on improving the stock.
If not then buy in a decent queen in couple of seasons and be amazed.

I spoke to a new beekeeper last week who wanted a 'proper colony' rather than get a swarm. Swarms are so variable in quality but always worth having a go with if you don't have anything else.
