too late?

One colony has sneaked a sealed qc past me -is it too late now to snelgrove split?

That situation is what Snelgrove method 2 was designed for. Put queen and all brood (bar 1 frame) in top box. They will tear down any queen cells you have missed.

I had been reading opinion that suggested once
a capping had taken place they'd be off,and assumed the cold weather has just been a temporary stay of execution.

Yes, bad weather can delay swarming.
Check you still have a queen.
Two of my colonies have developed queen cells but no queen present and no swarm has issued.
I'm presuming the queen has simply died in both cases, which is unusual, but not unheard of.

The two hives that are chomping at the bit are both on double brood with no xign of easing up the expansion.
None of tne other hives are really that bothered about the notion of going
