Just been looking on Google and I have narrowed it down to wire worms which are larvae of the click beetle..God knows what they are doing on the inspection board though.

The diet of them is normally grass/plant roots and potatoes causing them to be pest for gardeners..we had a mild spell 2wks ago so i am guessing the eggs that where laid by the adult beetle emerged around that time and now the frosts have returned it has started killing them..normally the wire worms would be in the soil deep down where the frost can not reach them..
